Border Community Study
Background & Field Scope
Second extensive field visit to Kotia Gram Panchayat, Patangi Block, Koraput District on June 7, 2025. MCIF officials inspected 11 border villages (including Upper Semi, Galipadar, Kurudipadar), interacted with local tribal residents and students, and conducted an in-depth assessment of cross-border market linkages, agricultural produce flow, and educational infrastructure.

To bring Kotia border residents into the mainstream of Odisha's developmental programs, strengthen local education, improve healthcare access, and build direct agricultural markets within Odisha.
Field Findings & Ground Realities

Field inspection of Kotia GP 11 villages (Anganwadi Center, Kotia Police Station, Jagannath Mandap, Sarpanch residence)

Interviews with local college students Bhumi Pangi (+2 2nd Year, G.J. College) and Sushmita Pangi

Inspection of cross-border trade: strawberries, bananas, vegetables, and potatoes cultivated on Odisha hills and traded to Andhra markets

Review of Andhra infrastructure encroachment (telugu water tanks, road networks, electricity connections)

Identification of key gaps: lack of local marketing facilities causing produce to be sold cheap to traders and re-imported to Odisha at high prices

Educational & healthcare assessment: teacher shortages in primary schools, 30 km distance to healthcare centers

Formulating action plan to reconnect Kotia youth with Odia language, culture, and state welfare schemes

Recommendations & Next Steps

1. Direct Agricultural Mandis: Establish local collection centers & mandis in Koraput so farmers sell directly within Odisha.

2. Educational Infrastructure: Appoint full-time Odia teachers and establish community centers/hostels.

3. Local Healthcare Facilities: Deploy mobile health units to prevent reliance on traditional healing rituals.

4. Joint Civil Society Action: Coordinate with district administration to ensure full implementation of welfare schemes in Kotia.
